Ik ben er eindelijk dank zij de hulp van de helpdesk van Corel in geslaagd om Paint Shop Pro X3 aan de praat te krijgen. Men had me uiteindelijk nog een mail gestuurd met 2 mogelijk oplossingen. Wel oplossing 1 heeft gewerkt. Een nieuwe account aangemaakt als administrator. Vergeet echter niet om bij de installatie de virusscanner uit te schakelen.
En hier is dan een kopij van de mail:
Solution 1
1. Cancel the installation of Paint Shop Photo Pro or VideoStudio
2. Go to Start - Control Panel
3a. XP: Switch to Classic view (left-top side)
3b. Vista/Windows 7: Switch the view (right-top side) by "Category" to "Small Icons". Now, you get all the icons shown in your Control Panel.
4. Look for "User Accounts" and open it
5. Create a new user account with full administrative rights
6. Restart the computer and login with the new user account
7. Before you install a program, a patch or an update and when ever you want to change something on your system, since Vista/Windows 7 you have to log in as administrator and the only way to get full administrator access is by turning off the User Account Control and right-click on a program, patch or update and go to "Run as Administrator". Otherwise, you will have problems working properly on your system.

8. When you have full administrative access, begin to install Paint Shop Photo Pro X3 respectively VideoStudio X3 or X4
9. After the installation process has finished, restart the computer and login with your old user account
10. You can delete the new user account and work in Paint Shop Photo Pro or VideoStudio with your old user account.
Solution 2
XP: Go to Start - Run and type "regedit". Hit the Enter key.
Vista/Windows 7: Go to Start - All Programs - Accessories - Run and type "regedit". Hit the Enter key.
You are now in the Registry.
Navigate to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings\Zones\
"It has a pseudo-graphic number (looks like an “L”), you'll see it before zone number 0.
This extra zone prevents ActiveX controls from running on your local machine. Thus some content can’t display. This extra zone prevents desktop gadgets from being shown correctly.
If you want you can “Export” this key before you delete it, so you could restore it if needed."
Check if you also have this key and export it by clicking on File - Export. You can give the file a name of your choice.
After deleting that key, begin to install Paint Shop Photo Pro or VideoStudio.
